Bihar Becomes the First State to Allow Voting via Mobile App

Patna, June 29, 2025:
Marking a new chapter in India’s democratic history, Bihar has become the first state in the country to allow voting through a mobile phone app. This historic initiative aims to make the voting process simpler, more transparent, and technology-driven, enabling citizens living in remote areas or facing mobility challenges to cast their votes with ease.

To implement this digital system, the State Election Commission has launched a specially developed mobile application called E-SECFR. Voters who wish to participate in this new e-voting system must first download the E-SECFR app on their Android smartphones and complete the registration process. Through this app, voters will be able to cast their votes securely from the comfort of their homes.

Currently, this facility is available only for Android users. According to the Commission, an iOS version of the app will be launched soon to ensure wider accessibility.

Officials from the State Election Commission stated that under this new system, voters must verify their identity on the app, which includes submitting Aadhaar card details, facial authentication, and OTP-based mobile verification. Only after successful verification will voters be permitted to use the e-voting feature.

The app is equipped with advanced cybersecurity features to ensure that the voting process remains fully confidential and secure. All votes will be recorded in encrypted format, and the analysis of the results will be kept strictly confidential.

The State Election Commissioner described this initiative as a “revolutionary step toward digital democracy.” He said it would be especially beneficial for senior citizens, persons with disabilities, and citizens residing away from their home constituencies, allowing them to actively participate in the democratic process.
