The Bihar Budget 2025 has been unveiled, showcasing significant economic growth and development initiatives. In 2019-20, Bihar’s budget surpassed Rs 2 lakh crore for the first time. Education: Rs 60,000 Crore Investment

This initiative aims to bring revolutionary reforms to Bihar’s education system. Additionally, the health sector has been allocated Rs 20,335 crore to improve medical services and provide better healthcare facilities to the underprivileged.

Women Empowerment: Special Schemes Launched

The Bihar government has introduced several schemes aimed at empowering women. One of the key initiatives is the construction of marriage halls (Vivah Mandap) in panchayats to support the weddings of economically weaker girls. Additionally, ‘Pink Toilets’ will be built to improve sanitation and safety for women.

Fiscal Health and Revenue Projections

Bihar’s fiscal deficit remains under the prescribed limit, standing at below 3%, which indicates a stable financial position. The state’s revenue is expected to reach Rs 2.60 lakh crore this year, reflecting an increase of Rs 34,000 crore from the previous year. This growth suggests that Bihar’s financial policies are yielding positive results.

Cultural Promotion: Integrated Centres of Bihar

A major highlight of the budget is the establishment of “Integrated Centres of Bihar” in key metro cities across India, including Delhi and Mumbai. These centers will serve as hubs for promoting Bihar’s cultural heritage, handicrafts, and traditional art forms such as Madhubani paintings, Patichitra, and Tussar silk. The initiative is expected to provide a national and international platform for local artisans, preserving and enhancing Bihar’s rich artistic legacy.

Infrastructure Development: Small Airports for Enhanced Connectivity

Bihar is set to witness a new era in air connectivity with the introduction of small airports in various districts. The state government plans to operate small aircraft with up to 19 seats, making air travel more accessible to residents. Key destinations such as Rajgir, Sultanpur, and Raxaul will benefit from direct air links, facilitating tourism and trade growth. Rajgir, a popular Buddhist tourism site, will attract more international tourists, while Raxaul, near the Nepal border, will experience increased economic activity due to improved connectivity.

Higher Education Revolution: Degree Colleges in Every Block

Bihar’s education sector is undergoing a transformation with the government’s initiative to establish degree colleges in every administrative block. Currently, many students in rural areas face difficulties in accessing higher education due to the lack of nearby institutions. This initiative aims to provide quality higher education within each district, reducing dropout rates and promoting female education.

The government plans to establish degree colleges in all 358 blocks of Bihar. This move will:

Make higher education more accessible to students.
Increase enrollment rates, particularly for female students.
Generate local employment opportunities for teachers and staff.
Strengthen Bihar’s position as an emerging education hub.

Support for Migrant Workers: Nationwide Counselling and Registration Centres

A significant step for Bihar’s migrant labor force has been announced in the budget. The state government will set up Migration Counselling and Registration Centres in key Indian cities, including Hyderabad, Bengaluru, Mumbai, Delhi-NCR, Kolkata, Guwahati, Surat, Ludhiana, Coimbatore, and Chennai. These centers will provide support, guidance, and legal assistance to Bihar’s migrant workers, ensuring their welfare and rights are protected.
