The Bihar government has announced a revision in the holding tax structure to balance revenue generation with business interests. Urban Development Minister Nitin Nabin emphasized that while holding tax is crucial for municipal development, it should not become a burden on businesses. Therefore, a more balanced and transparent taxation system will be introduced soon.
Minister Nitin Nabin stated that several complaints had been received from various districts regarding the existing holding tax framework. Business owners and common citizens had raised concerns, terming the current tax structure a significant financial strain. In response, the Urban Development Department’s Secretary and Additional Secretary have been directed to hold discussions with various business organizations to understand their grievances and find an appropriate solution.
The minister assured that the government is committed to making the taxation system more transparent and user-friendly. The objective is to make tax payments easier for citizens while ensuring increased revenue for urban development. Nabin stated, “The new tax system will be designed in such a way that it does not impose unnecessary financial burdens, while also enabling rapid development of municipal bodies.”
To address the concerns of different business categories, the revised tax slabs will be tailored separately for large businesses, retailers, tenants, and hospitals. This new structure aims to provide relief to small traders, major business operators, renters, and hospital owners who have been impacted by the existing system.
The Bihar government has acknowledged that the Holding Tax Act 2023 contains several loopholes that require reconsideration. Minister Nabin confirmed that these shortcomings are being reviewed thoroughly. The new taxation system will be implemented soon to provide a fairer and more effective tax structure.
The government’s decision to revise holding tax has been welcomed by various business groups and taxpayers. As discussions continue, stakeholders are optimistic about a more balanced taxation policy that encourages business growth while supporting urban development.
The announcement marks a significant step towards reforming Bihar’s municipal taxation system, ensuring that economic growth is supported alongside infrastructural development.
