Patna, July 19, 2024 – Chief Minister Nitish Kumar conducted a high-level review meeting on law and order at the ‘Sankalp’ residence on 1 Aney Marg. During the meeting, he issued essential directives to officials to enhance the state’s law enforcement and crime control measures.

Chief Minister’s Directives:
Law and order is the highest priority for the government. No negligence in crime control will be tolerated.
Accelerate the recruitment of police personnel.
Police and administration should work diligently to maintain law and order and take stringent actions to control crime.
Speed up crime investigation work and ensure timely completion to facilitate swift action against culprits.
Strengthen patrolling systems with continuous monitoring. Senior officials should conduct surprise night inspections to make night and foot patrols more effective.
Strict actions will be taken against police personnel who exhibit negligence in their duties.
Additional Directives:
Ensure strict actions to prevent illegal mining.
Stay vigilant in resolving land disputes. Expedite land surveys and settlements to reduce crimes related to land disputes.
During the meeting, Principal Secretary of the Home Department, Mr. Arvind Kumar Chaudhary, and Director General of Police, Mr. R.S. Bhatti, briefed the Chief Minister on the ongoing efforts and current status of crime control. The DGP informed that the police are working tirelessly, with accelerated crime investigations ensuring swift justice for culprits. Continuous monitoring through the land resolution portal has led to a decrease in land-related disputes. Previously, 60% of murders were due to land disputes, which has now reduced to 46.69%. The Dial 112 service is now available statewide within 20 minutes, providing better police services to citizens.
The Chief Minister emphasized that law and order is the government’s top priority, urging officials not to neglect crime control. Night patrols should be intensified, and senior officials should conduct surprise inspections during night and foot patrols.
Strict actions will be taken against negligent police personnel. Accelerate crime investigations and ensure timely completion to facilitate swift action against culprits.
The Chief Minister noted that 229,139 posts in various police categories have been sanctioned to increase Bihar Police’s strength. Currently, 106,436 police personnel are active, and the remaining vacant positions should be filled promptly. Since 2013, 35% reservation for women in the police force has been implemented. Currently, there are around 30,000 women in Bihar Police, the highest participation of women in police forces nationwide. This increase has boosted confidence among women who come to police stations with complaints. Ensure the posting of female officers and police personnel in every police station. Visitors to police stations should be treated well and their concerns addressed.
Over 60% of murders were due to land disputes, which has now reduced to 46.69%. Speed up the land survey and settlement work to further reduce crimes related to land disputes. Strict monitoring should be maintained on the implementation of prohibition laws, identifying and acting against violators, including involved officials. Ensure strict actions to prevent illegal mining. The Chief Minister praised the police for maintaining communal harmony and urged them to remain vigilant against antisocial elements.

Gangwar, ADG Special Branch Mr. Sunil Kumar, ADG Law and Order Mr. Sanjay Singh, ADG Prohibition Mr. Sushil Khopde, ADG Operations Mr. Amrit Raj, Secretary of the Home Department Mr. Pranav Kumar, and other senior officers from police headquarters. Through video conferencing, all Divisional Commissioners, IGs/DIGs, District Magistrates, Senior Superintendents of Police/SPs were also connected.
