State to Establish Two Cyber Forensic Laboratories to Enhance Research Quality

Patna, August 2024 — In a significant move to bolster the fight against cybercrime, the Bihar government has sanctioned a budget of ₹13,66,50,752 (approximately 136.65 million INR) for the establishment of two state-of-the-art cyber forensic laboratories. These labs will be set up at the Forensic Science Laboratory in Patna and the Regional Forensic Science Laboratory at the Bihar Police Academy in Rajgir. The initiative aims to elevate the quality of forensic research and expedite the investigation process in cyber-related crimes.

The National Forensic Sciences University (NFSU), Gandhinagar, a premier institution in the field of forensic sciences, will serve as the consultant for this project. NFSU’s involvement underscores the importance of integrating cutting-edge technology and expertise into the state’s forensic capabilities.

The decision to establish these laboratories comes in the wake of increasing cybercrimes across the state. In 2023, the Bihar government launched 44 cyber police stations, including those in railways, to tackle the rising menace of cyber offenses. However, the absence of a dedicated cyber forensic laboratory within the state has posed significant challenges in the timely examination of evidence. Currently, exhibits related to cybercrimes are sent to forensic laboratories in other states, leading to delays in investigation and case resolution.

The new forensic laboratories will address this critical gap, ensuring that the forensic examination of cybercrime-related exhibits is conducted promptly within the state. The facility at Patna will focus on the forensic analysis of evidence, while the Rajgir unit will also serve as a training center, imparting knowledge and skills related to cyber forensics to police trainees.

Over the next 14 months, both laboratories are expected to become fully operational. The NFSU will provide handholding support for a period of five years, ensuring the smooth functioning of these units. Additionally, the NFSU will supply 12 scientific officers and cyber experts, six for each lab, to assist in the forensic examinations and training processes.

The NFSU is renowned for its expertise in establishing and managing cyber forensic laboratories. The institution has previously assisted various law enforcement agencies, including the National Investigation Agency (NIA), the Goods and Services Tax (GST) Council, the Enforcement Directorate (ED), and the Delhi Police, in setting up their independent cyber forensic facilities. Given its extensive experience and technical prowess, the NFSU’s involvement is expected to be instrumental in the successful establishment and accreditation of Bihar’s first accredited cyber forensic laboratories.

These upcoming laboratories are poised to significantly enhance the efficiency of cybercrime investigations in Bihar. The timely examination of forensic evidence will lead to quicker case resolutions, reducing the backlog of pending investigations. Moreover, the establishment of a modern cyber forensic lab at the Bihar Police Academy in Rajgir will not only facilitate the investigation process but also provide crucial training to law enforcement officers, equipping them with the necessary skills to combat cybercrimes effectively.

The integration of these laboratories into Bihar’s forensic infrastructure marks a pivotal step towards strengthening the state’s criminal justice system, particularly in the domain of cybercrime. As the state prepares to host its first accredited cyber labs, the impact on crime investigation and research quality is expected to be profound, setting a new benchmark in forensic science in the region.
