Enhanced Security Measures for Durga Puja Celebrations Across Bihar

In light of the upcoming Durga Puja celebrations from October 3 to October 12, 2024, Bihar Police has deployed additional forces throughout the state to ensure peaceful and smooth proceedings. With more than 10,000 police personnel set to be on duty during the festival, the administration is leaving no stone unturned to maintain law and order.

In Patna alone, over 2,200 officers, including six DSPs, 80 inspectors, and sub-inspectors, will be stationed at various key locations. These measures are aimed at providing enhanced security during the festival and ensuring that no untoward incidents take place during processions or idol immersions. Special administrative arrangements have been made to monitor the immersion process, with a focus on crowd control and safety.

This year, as in previous years, licenses for processions have been issued with strict terms and conditions to ensure public safety. Additional forces have also been deployed to keep an eye on anti-social and disruptive elements, ensuring they are dealt with promptly. Sensitive locations have been identified across the state where 24-hour patrolling will be conducted, and special attention will be given to the borders with neighboring states and the India-Nepal boundary to prevent any cross-border miscreants from causing disturbances.

With around 16,000 idols expected to be installed statewide—similar to last year’s count of 15,559—the police will closely monitor all major festivities, particularly at crowded locations, through an extensive network of CCTV cameras. Plain-clothes police officers have also been deployed to blend into the crowd and provide additional security.

To further strengthen security, Bihar Police has assigned additional personnel to various districts from October 5 to October 16. The deployment includes:

31 Deputy Superintendents of Police (DSPs)
450 Inspectors and Sub-Inspectors
12 companies of riot control units
Approximately 10,000 additional personnel, including PTC trainees, constables, and home guards

In addition to the visible police presence, preventive actions have been taken against around 135,000 individuals across the state. During September 2024 alone, nearly 92,000 people were booked under preventive action, and bond-down orders were issued for around 26,000 individuals under the Indian Penal Code Section 126.

District Magistrates, Senior Superintendents of Police, and Superintendents of Police have been jointly issuing orders for deploying police forces and magistrates in every district. The state police headquarters is also actively monitoring the situation and has set up a State Police Command Centre, which will operate 24/7 throughout the festivities. Social media platforms are also under round-the-clock surveillance by the police headquarters and district social media cells to prevent the spread of rumors or inflammatory content. Strict action will be taken against anyone found sharing objectionable material online.

Given the increased movement of women during Durga Puja, Bihar Police has launched a 24×7 safe travel service for women via Dial 112 to ensure their safety while they enjoy the festivities. A helpline number, 14432, has also been activated, allowing the public to report any criminal activities. Additionally, the Railway Police has heightened its vigilance to ensure smooth travel for passengers, who can file complaints using the “RailMadad” app.

Bihar Police urges citizens to celebrate Durga Puja peacefully and to avoid believing in or spreading rumors. The police remain committed to ensuring the safety and security of the public during the festive period.
