123 Children Adopted in Patna Since 2018 Under Streamlined Adoption Guidelines

Patna, January 28, 2025 – In a heartwarming development, a child from “Srijani,” a Specialized Adoption Agency under the District Child Protection Unit, Patna, has found a new home. The child was adopted by a couple from Buxar, Bihar, following the guidelines of the Adoption Regulations, 2022, issued by the Ministry of Women and Child Development, Government of India.

The child, abandoned at just 10 days old near NMCH Hospital, Patna, was placed under the care of Srijani. This adoption marks the district’s ongoing efforts to provide orphans and abandoned children with loving families. Since 2018-19, a total of 123 children have been adopted in Patna.

Simplified Adoption Process Under District Administration

Previously, adoptions were finalized through family courts. However, amendments to the Juvenile Justice (Care and Protection of Children) Act, 2015, have empowered District Magistrates to issue adoption orders. This change aims to simplify and expedite the adoption process.

Dr. Chandrashekhar Singh, District Magistrate of Patna, expressed the administration’s commitment to bringing joy and parental love to the lives of children who have lost their families. He appealed to couples interested in adoption, assuring them of full support from the district administration.

Legal and Ethical Adoption Practices Emphasized

The administration issued a statutory warning urging people to adopt only through legal procedures. Adopting children directly from public places such as hospitals, bus stands, or railway stations is illegal and punishable by law.

Key legal provisions include:

  1. Adoption Without Legal Process:
    • Under the Juvenile Justice (Care and Protection of Children) Act, 2015 (amended 2021), and Adoption Regulations, 2022, any illegal adoption or giving away of an orphaned or abandoned child can lead to imprisonment of up to three years, a fine of ₹1 lakh, or both.
    • Buying or selling a child is a punishable offense with up to five years of rigorous imprisonment and a fine of ₹1 lakh.
  2. Mandatory Reporting of Abandoned or Missing Children:
    • Information about any orphaned, abandoned, or lost child must be reported to Childline (1098), the police (112), or the nearest police station.
    • Additionally, such information must be shared with the Child Welfare Committee or the District Child Protection Unit. Failure to report is punishable by up to six months of imprisonment, a fine of ₹10,000, or both.
