New Delhi, April 25, 2025 — Renowned social activist and Narmada Bachao Andolan leader Medha Patkar was arrested in Delhi on Friday in connection with a 24-year-old defamation case filed by the current Lieutenant Governor (LG) of Delhi, VK Saxena.
The case dates back to November 24, 2000, when Patkar issued a press release titled “True Face of Patriot,” in which she made serious allegations against Saxena, who was then the President of the National Council of Civil Liberties (NCCL) and a vocal supporter of the Sardar Sarovar Project in Gujarat. Patkar, opposing the same project through her movement, accused Saxena of being a “coward,” engaging in hawala transactions, and “selling out” Gujarat’s people and resources to foreign interests.
In response, Saxena filed a defamation suit on January 18, 2001, claiming that Patkar’s statements were false and intended to damage his reputation.
In May 2024, a Delhi magistrate court ruled that Patkar’s statements were defamatory, and on July 1, 2024, sentenced her to five months of simple imprisonment and a ₹10 lakh fine. The court noted that her remarks were deliberately crafted to tarnish Saxena’s public image.
However, on April 8, 2025, the Saket Sessions Court offered relief, converting her sentence into one year of probation and reducing the fine to ₹1 lakh, considering her clean criminal record and longstanding service as a social activist. The court instructed her to submit a ₹25,000 probation bond and a surety of the same amount.
Despite the relief, Patkar failed to comply with court orders—neither appearing in court nor submitting the required bond and fine. Consequently, the Saket Court issued a non-bailable warrant (NBW) on April 23, 2025, stating that she had “willfully disobeyed” judicial directions.
Patkar was arrested by the Delhi Police on April 25 and is set to be produced before the Saket Court for further proceedings.
She had appealed against the sentence and also sought exemption from personal court appearances in the Delhi High Court, which was rejected on April 22, 2025. The court advised her to seek relief from the Sessions Court. Her legal counsel cited age-related health issues and her absence from Delhi as reasons for non-compliance, but the court declined to stay the sentence.
The defamation case is seen as part of the long-standing conflict between the Narmada Bachao Andolan (NBA) and VK Saxena. While NBA opposed dam construction on the Narmada River citing environmental damage and displacement, Saxena’s NCCL backed the infrastructure development.
Saxena, now Delhi’s LG and considered close to the BJP, has faced corruption allegations from the Aam Aadmi Party (AAP), which claims his appointment was influenced by his political affiliations and ties to Gujarat-based organizations.
Medha Patkar’s arrest has reignited debates around the Narmada movement, the role of civil society activists, and the use of legal action against dissent. Her supporters view the arrest as an attempt to silence activism, while Saxena’s side maintains it is a lawful defense of personal reputation.
