In his address, Chief Secretary Amrit Lal Meena praised the efforts of Bihar Police and expressed gratitude to Chief Minister Nitish Kumar for his contributions in strengthening law enforcement in the state. He emphasized that Bihar Police Week plays a crucial role in empowering law enforcement personnel and providing them with necessary knowledge and resources.

Highlighting the transformation in Bihar’s policing system, Meena pointed out that in 2005, Bihar had only 42,000 police personnel, whereas today, the number has increased to 2,27,000. Additionally, the number of women officers in the force has grown to 29,000, with 15% of police stations being headed by female officers. The state has also seen a significant rise in police infrastructure, with the number of police vehicles increasing from 1,000 in 2005 to 11,000 at present.

The Chief Secretary further remarked that Bihar’s youth are now investing in new business ventures within the state, reversing the trend of outmigration for employment. He assured that more reforms in policing are on the way and that financial constraints will not hinder improvements in law enforcement. Meena reiterated the importance of Bihar’s stringent prohibition law implemented in 2016, which has played a crucial role in maintaining law and order in the state.

During his speech, he suggested that Bihar Police should focus on resolving minor disputes at the village level through Gram Kachaharis. He pointed out that 50% of legal disputes in the state are related to land conflicts and acknowledged that the government is working on streamlining land records to address this issue. Additionally, the installation of CCTV cameras at the panchayat level has been prioritized for crime prevention. The government has directed all District Magistrates to ensure CCTV surveillance in both urban and rural areas.

Meena also expressed concerns over the growing drug menace in the state, warning that many youths are getting involved in substance abuse. He identified organized crime and land mafias as major challenges for the police and urged law enforcement agencies to take swift action to combat these threats.

Speaking on the occasion, DGP Vinay Kumar highlighted the improvements in policing efficiency over the years. He acknowledged that earlier, law enforcement faced several challenges, but with the implementation of new government schemes, policing has become more effective.

DGP Kumar also provided historical context, stating that Bihar Police Week was first observed in 1956 as Crime Control Week. However, it was not celebrated consistently for several years until it was revived in 2013. Since then, it has been celebrated every year, reflecting the state’s commitment to enhancing law enforcement.

With cyber security as the central theme of this year’s Bihar Police Week, authorities are focusing on strengthening digital policing capabilities and enhancing cybercrime investigations. The event is expected to include workshops, training sessions, and awareness programs to equip police personnel with the latest technological advancements in crime prevention.

As the celebrations continue, Bihar Police aims to further its commitment to maintaining law and order, addressing modern security challenges, and ensuring a safer environment for the people of Bihar.
