Pappu Yadav Urges Governor for CBI Probe into Tender Management Scam in Bihar

Patna, May 4:
Purnia MP Pappu Yadav met with Bihar Governor Arif Mohammad Khan today, demanding a high-level probe by the Central Bureau of Investigation (CBI) into alleged large-scale irregularities and corruption in the state’s tender management system. He specifically highlighted the role of Rishu Ranjan Sinha, also known as Rishushree, who has allegedly been manipulating government tenders in key departments such as Irrigation, Health, and Building since 2005.

According to Yadav, senior department officials and secretaries have been complicit in this long-running corruption. During his meeting with the Governor, Yadav submitted a memorandum urging a CBI investigation into all tenders awarded from 2005 to the present.

In the memorandum, Yadav stated that while the 1990s saw tenders being controlled by mafia elements and strongmen—each controlling specific departments or regions without interference—things took a turn after 2005. A new political regime brought changes in the tender process, gradually sidelining muscle power and replacing it with bureaucratic and political collusion.

Yadav alleged that after 2005, a nexus of favored government officers, engineers, and middlemen began controlling tenders, effectively turning public contracts into personal profiteering schemes. “The government and investigative agencies remained silent because many within the system were beneficiaries,” he said.

Yadav also named senior bureaucrat Sanjeev Hans, currently in jail and under investigation by the Enforcement Directorate (ED), as a key player in the alleged embezzlement of public funds. He further accused Rishushree of acting from behind the scenes, brokering deals for top bureaucrats and engineers. ED investigations have reportedly confirmed his involvement in large-scale financial misconduct.

The MP criticized the Bihar government for inaction, revealing that the ED had previously written to the state’s Home Department recommending the registration of an FIR, which was ignored. The ED’s findings reportedly detail Rishushree’s role in widespread corruption and his close ties with influential officials.

Prominent associates Premchand Sinha and Rajesh Pappu were also present during the submission of the memorandum to the Governor.
