Written Exam to be Conducted by Central Selection Board from August 7 to August 28, 2024; Preparations Complete

The written examination for Advertisement Number 01/2023 will be held in six phases in August. The first date is 07.08.2024 and the last date is 28.08.2024. A total of 17,87,720 candidates have registered for this exam. Approximately 2.5 to 3 lakh candidates will appear for the exam on each date. The exam will be conducted in 545 centers across the 38 district headquarters of the state.

Pre-exam Preparations All preparations for the exam have been completed by the Board, the Police Headquarters, and the State Government. The Chief Secretary and the Director General of Police of the state have held review meetings with all district officials and Superintendents of Police, directing them to conduct the exam strictly and fairly. For the smooth and malpractice-free conduct of the exam, the state government has appointed the District Magistrate as the Exam Coordinator and the Superintendent of Police as the Exam Co-Coordinator. The state’s cyber police and economic offenses unit have started monitoring social media and other platforms related to the exam, keeping an eye on suspicious activities or individuals. Local police have been instructed to monitor and gather intelligence in places like hostels, lodges, coaching centers, and other institutions where candidates and students might gather before the exam.

Arrangements at Exam Centers The Board has made extensive arrangements for a clean and fair exam at the centers, including CCTV surveillance at each room and other important places, with live feeds sent to the control room at the Board headquarters. Jammers that can block 5G and Wi-Fi signals have been installed in each room. Special phones have also been set up as a hotline for direct communication with center supervisors.

Important Information for Candidates Candidates have not been allotted centers in their home districts. The allocation of district, date, and center has been done through a randomization process. They will be able to download their admit cards only 7 days before the exam date. The entry time for candidates will be 09:30 AM and entry will close at 10:30 AM. Before entry, they will be checked and frisked by trained police personnel using DFMD/HHMD. The exam will be held from 12:00 PM to 02:00 PM. Candidates will be allowed entry with the e-admit card issued by the Board and their identification (Aadhaar card, voter ID, etc.). Both thumb impressions, a photo, and a short video of the candidates will be taken in the exam room to confirm their identity and prevent impersonation in the next stages of selection. Candidates are not allowed to bring any writing materials like pens or pencils or any other items to the exam center. Pens will be provided with the question booklet for filling out the OMR sheet and other writing tasks.

Alert and Warning All candidates are warned not to fall prey to misinformation or deceit through social media or other means, as this could be a form of cyber fraud for illegal extortion. Report any such incidents immediately to the nearest police station or cyber police station. The Board does not personally contact any candidates through phone, mobile, or social media. Communication between the Board and candidates is through the official website of the Central Selection Board (Constable Recruitment), Bihar, or pre-recorded group messages to the registered email or mobile number provided in the application. Report any other form of contact to the nearest police station.

The Bihar Legislature has recently passed the Bihar Public Examination (Prevention of Unfair Means) Bill, 2024. This act makes it punishable for candidates, officers involved in the exam, institutions, or individuals to corrupt the integrity of the exam, leak question papers, tamper with answer sheets, impersonate, facilitate unfair means, violate or tamper with security measures, commit fraud, or create fake websites for monetary gain. Penalties include imprisonment ranging from 3 to 10 years and fines that may exceed 1 crore. For organized crimes by service providers and other institutions, recovery of proportional costs of the exam and confiscation of their property may be done. These offenses are cognizable, non-bailable, and non-compoundable. The investigation of these offenses will be conducted by a Deputy Superintendent of Police or a senior officer.
